Yes this is definitely possible. You need to set this up via the linked accounts:
Here, you can create a new linked account by selecting relevant user (that admin access is allowed) and then choosing that this user can impersonate the admin:
(As mentioned in the image below, it is important that you activate the ‘linked account’ right in the user rights of the user)
The user can then switch to the admin account by clicking on the organisation name at the top, switch to linked account and then select ‘admin’:
